Cloud SQLに接続してSELECTクエリを実行したい。

エラー内容からみて恐らくスキーマとテーブルの設定が間違っているかと思っているのですが公式doc見てもググってみても解決策は得られず。。
SQLAlchemyにお詳しい方、レビューいただければ幸いです。
