GoogleプロジェクトとFirebaseプロジェクトの違い

Question

●はじめに

はじめましてdinoと申します。
今回は既存のAndroidStudioのプロジェクトに
「メールアドレスとパスワードによるユーザー認証機能」を追加しようとFirebaseのAuthenticationサービスを利用しようと試みたときに起きた問題です。

firebaseガイドの通りに作業を進め、コンパイルエラーもクラッシュも起きずアプリ自体は
動くのですがメールアドレスとパスワードを入力しユーザーの「新規登録」を行うと以下のようなエラーメッセージが出て必ず失敗してしまいます。

An internal error has occured[Access Not Configured.Google Identity

調べてみるとGoogle Identity Toolkitの最新バージョンがFirebase Authenticationであると分かったのですが、それならばなぜFirebase Authenticationを有効にして設定を終わらせたにもかかわらずIdentity Toolkitを有効にしなければならないのでしょうか。

その疑問はさておき、Identity Toolkit　を有効にしようとすると以下の画面で永遠にロード状態が続き、進むことが出来ません。また、プロジェクトはFirebase consoleで作成したのに、Google consoleに追加されていたのも意味が分かりませんでした。

●質問
疑問が多くて申し訳ありませんがまとめると
「Firebase Authenticationを使うときはGoogle Identity Toolkitを有効にする必要があるのでしょうか」ということです。ご回答宜しくお願い致します。
